Act 89 Services
Act 89 Services were established by the Commonwealth of Pennsylvania in 1974 to provide auxiliary services to school children enrolled in non public schools. These services are provided subject to funds that are appropriated annually in the state budget. Intermediate Units are responsible for providing the auxiliary services for non public school children according to provisions set forth in the Pennsylvania Code, Title 22, Education, Chapter 112, Auxiliary Services for Non Public School Children. Act 89 is not special education, and therefore, cannot provide any special education services. Act 89 programs are legally distinct from special education programs.Westmoreland Intermediate Unit, as the designated agency for providing Act 89 services, provides the following services to non public school students:
The purpose of the Speech and Language Therapy program is to provide services to students whose impairment is present to such a degree that academic achievement is affected and the condition is significantly handicapping to the student. Services include speech/language/hearing screenings, diagnostic, and therapy. Auxiliary Language Arts and Mathematics Program
The purpose of the program is to provide remedial language arts and mathematics instruction to non public school students. The major drive of the program is to provide diagnostic, prescriptive, remedial and evaluative language arts and mathematics services for students attending non public schools.

Group Testing and Scoring Services
This service is in place to provide support and assistance to the non public schools in the purchase and scoring of comprehensive achievement/ability based tests.
Guidance counselors are available at the elementary and secondary level to provide the students with comprehensive school counseling services.
